How Israel tries to keep civilians alive in war
The steps Israel takes before and during a strike, in plain English. Each one has a source.
Israel uses weapons to protect its civilians. Hamas uses civilians to protect its weapons. Everything below follows from that.
1 · It warns people before it strikes
- Phone calls to the buildingIsrael runs a dedicated phone team that calls people in or near a target and tells them to get out before the strike.
- Leaflets, text messages and recorded callsMillions of them since the war began, in Arabic, telling people which areas to leave and where to go.
- "Roof knocking"A small, low-explosive round hits a corner of the roof first. It makes a loud bang so people know a real strike is coming and have minutes to leave.
- Warnings on social media, with mapsThe army's Arabic spokesman posts the exact buildings about to be hit, with a map, and tells people to move at least 500 meters away. Israel did this before strikes in Beirut.
- It even warned the people of TehranIn June 2025 Israel told residents of a district of Iran's capital, in Farsi, to leave before it struck military sites there. Israelis get no warning before Iranian missiles hit their cities.
2 · It moves civilians out of the fight
- Evacuation before the ground warOn Oct 13, 2023, before sending in troops, Israel told about 1.1 million people in northern Gaza to move south. Up to a million did.
- Safe routes and daily pausesIsrael opened corridors on Gaza's main road and, from Nov 9, 2023, paused fighting in the north for four hours a day, announced in advance, so people could leave.
- A block-by-block mapIn December 2023 Israel split Gaza into about 620 numbered blocks, so warnings could name a single neighborhood instead of a whole city. The map was on leaflets via a QR code.
- A humanitarian zoneIsrael set aside al-Mawasi on the coast as a humanitarian area. Before going into Rafah in May 2024 it moved about 300,000 people there.
3 · It keeps food and medicine flowing
- 1.8 million tons of aidBy June 2025 Israel had let in about 1.8 million tons of aid, including 1.3 million tons of food, on more than 90,000 trucks, while it was at war with the people running Gaza.

- Field hospitalsIsrael helped set up field hospitals in Gaza run by Jordan, the UAE and the International Medical Corps. There were eight by May 2024.
- Patients flown out for treatmentSick and wounded Gazans have left through Israel for hospitals in Jordan, the UAE, Europe and the U.S.
- It stopped the war to vaccinate kidsWhen polio showed up in Gaza in August 2024, Israel agreed to pauses in fighting so about 560,000 children could get the vaccine.
4 · It protects its own people
- Iron Dome and sheltersIsrael built a missile shield that shoots down rockets aimed at its towns, and Israelis run to bomb shelters when the sirens go off.
- Hamas does the oppositeIt fires rockets from crowded neighborhoods and near schools and hospitals. It dug about 500 km of tunnels under Gaza, and a senior Hamas official said on TV the tunnels are for its fighters, and protecting civilians is the UN's job.

"Israel has done more to prevent civilian casualties in war than any military in history."
John Spencer, chair of urban warfare studies at West Point's Modern War Institute, writing in Newsweek (2024). He notes Israel took steps the U.S. didn't take in Iraq or Afghanistan.
The pushback you'll hear
"Warnings came too late, and people were hit in the places they were told to go." Sometimes that happened. CNN documented cases. Say so up front. Then make the real point: no army is perfect, but almost no army warns the enemy's population at all. And Hamas puts its fighters and rockets right where the civilians are sheltering. NATO's own analysts called that a deliberate strategy: if Israel holds back, Hamas survives, and if civilians die, Hamas wins the headlines.
